Tory, who is running for re-election in the fall, unveiled five pillars for economic recovery during his annual speech Thursday to the Toronto Region Board of Trade (TRBT) including a return to office for workers

“Even in the darkest days of a crisis, there is always a tomorrow, a next day and a day after that,” Tory said, according to his speech notes. “Planning, just as much as during the crisis itself … requires a commitment to coming back even stronger than before.”

The city was booming prior to the pandemic and can again, he said.

Tory’s plan involves attracting new businesses, supporting existing, and especially small, businesses, growing the economy and embracing the future.

“There are big issues confronting us but also big opportunities to match the big challenges,: he said. “Make no mistake, the pandemic hurt people and business.”
